Communique issued at the CWC meeting in Ilorin

At the end of the 2-day forum, the Central Working Committee resolved on issues with a view to engender a smooth Management/Labour relation.



The communiqué states thus:


That the Union appreciates the Management on the conduct of the promotion exercise which is in progress. The Union however, wants the Management to boost the morale of staffers through this exercise.

i.  Make provision for training of the officers to be promoted to enhance their performance on the job.

ii.  The Union notes that the promotion exercise is for 2007, 2008 and 2009. hence, we call for seniority to be maintained through this exercise.

iii.  That the deadline for the release of the promotion interview’s result should not exceed August, 2010.

iv. That all complaints arising from previous promotion exercises should be addressed through the current exercise.

v.   That the Union aligns herself with the pass-mark of 60%

vi.  That the gap between notional and actual promotion should not be more than six (6) months according to the Public Service Rules.

vii.  That Management in its magnanimity should consider the implementation of the contents of the circular on promotion waiver in this exercise to make more staffers promotable outside the declared Establishment vacancies.

viii.  That the Union is not happy that many staffers promoted in 2005 have not had their salaries connected to the payroll.


The Central Working Committee appreciates the good intention of the Management to pay the 15% salary arrears. However, the Union will be glad for the early payment to make Management promise a reality.


The Union viewed the loss of our lands in some territories as a great loss to the organization.

To stem the tide, the Union is advocating that unutilized lands be allocated to members of staff.

The Union is also interested in buying the staff quarters on behalf of our members in case they are to be sold by government.


The Union will support the establishment of the Staff Bus Scheme to solve transportation problem in Abuja and Lagos as a pilot scheme. This will later be introduced to other needing territories in the nearest future.


On this issue, we insist on early payment by government. We are therefore ready to collaborate with other sister unions to make this payment a reality.


We through this medium, inform our members that the issue of REFORM in on course. We are in support of a Reform that will promote new products, infrastructural development and the development/expansion of revenue base with provision of good welfare package for the workforce. We also stand by Federal Government circulars that no Reform should lead to job loss. We support Reform that is indigenous, responsible to the environment and brings about job creation rather than reduction.


The Union concludes that all hands must be on deck to effect a mutually beneficial Reform in NIPOST. In realization of this task, the Union expects greater commitment from our members.
